How to convince bureaucrats to produce really better documents?

In The Netherlands, as in many other countries with highly developed governments, more and more research is done in order to improve government communication. In this talk I would like to explain what we have learnt from several research projects dealing with structure, reformulation, tone of voice and the presentation of information.
I will first outline the framework for the evaluation of documents. This is the CCC Model, in which the three C’s stand for three criteria crucial to the process of effective communication: correspondence, consistency, correctness. Subsequently I will argue that improvements on separate text levels such as structure, formulation and presentation will fail to have the intended effect. Text improvement appears to be much more than restyling. In fact, it is only the combined improvement of content and form that can be said to have some effect. Finally, I want to go into an economic aspect of improving text quality: How to prove that higher text quality really leads to cost reduction?
个人简介:
Jan Renkema (1948) is a professor of Discourse Quality at Tilburg University. He studied General Linguistics at the Vrije Universiteit Amsterdam and received his Ph.D. in 1981 with a dissertation on 'The Language of Government'. He has acted as linguistic advisor to the Dutch Parliament and was a professor of Cultural Studies at the Open University of The Netherlands .
He was general editor of a popular Dutch monthly on language use, and author of the official word list as stipulated by the Dutch Spelling Law in 1994. Moreover he was a member of the Board of Governors of the Dutch University for Humanist Studies and supervisor of the New Dutch Bible translation. Now he is also acting as:
- communications advisor for various government agencies;
- a member of the editorial boards of: Information Design Journal, Journal of Visual Communication, and Journal of Web Based Communities;
chairman of the International Association for Dutch Studies
